| 摘 要： | 关于建立和健全对行政自由裁量权的法律控制,这是学术界长期以来讨论的热点问题。行政自由裁量权是行政权力的重要组成部分,也是行政权力中最显著的一部分,它是行政主体提高行政效率之必需的权限,与此同时,行政自由裁量权也存在容易被滥用的风险,具有很大的危害性。因此,必须加强学术研究,完善制度建设,建立和健全对行政自由裁量权的法律控制。

But it is easily abused although it is essential in the modem administration. Therefore, we should enhance academic research and establish the law control system of the free administrative. |
