| 摘 要： | 民主集中制既是一个理论问题 ,又是一个实践问题 ,怎样把民主集中制规范的制度功能转化为良好的现实结果 ,从终极意义上讲 ,关键不在于对它作理念判断 ,而在于在实践中如何真正能够使民主和集中达到有机地协调和统一。但就人是民主集中制实施和执行的能动主体、民主集中制的法制化建设最终需要通过人来实现而言 ,人的现代化问题在民主集中制的运作中更具突出的地位。
