| 摘 要： | 行政不作为是相对于行政作为而言的一种违法行政行为。必须采取科学有效的防治措施,以遏制行政不作为的泛滥。同时,有必要建立相应的救济机制,使受害者得到法律救济以及追究行政不作为的法律责任。
