| 摘 要： | 我国民族地区突发事件时有发生，因灾损失巨大，究其原因主要是作为应急管理重要环节之一的应急资源保障机制运行不力，存在运行模式、技术支持等多方面的问题，造成了资源保障的不足，影响应急管理效果。基于这样的现实。试图通过原则设定、制度安排、技术支持等几个方面的政策建议，探索完善民族地区应急资源保障机制的有效途径。

| Abstract: | Emergent events occur frequently in minority areas and lead to great loss. The main reason is that the support mechanisms of emergency resources is not effective as an essential part of emergency management, which causes problems in management model and technical support, resulting in the lack of the resource protection and influencing the effect of emergency management. Based on this reality, this article tries to find an effective way to improve the support mechanisms of emergency resources by setting the principles, arranging the institution, technical support and many other aspects of policy recommendations. |
