| Abstract: | The making of educational policy is the core issue of the administrative management of education. The rationality and the limited rationality,the maximized and the satisfied rule,the established and the optional program,the programmed decision and the non-programmed decision-making of Simon have played an instructive role in the constitution of educational policy. The making of educational policy is one of limited rationality. |
