| 摘 要： | 官制改革是清末新政的重要组成部分，也是最为敏感的部分。因为它既涉及到权利再分配问题，也关系到所有在职官吏的切身利益，同时又受到传统文化和传统政治制度、理论观念的深固影响，因此改革必然会引发各种政治势力之间错综复杂的矛盾、冲突和对立。袁世凯在清末政局中的特殊地位，使其在官制改革中起着举足轻重的作用，但他的态度随着既得利益的损益而前后有所变化。同样，袁世凯的举动也引起了清廷的猜疑和担心，双方矛盾日趋激烈。而这一切又直接影响了改革的进程和面貌，甚至王朝之前途与命运。

| Abstract: | As the most important and sensitive part of the New Politics in the late Qing Dynasty, the bureaucracy reformation inevitably gave rise to complex contradiction ,conflict and antithesis among all political forces because it related to not only the redistribution of power but also all officials' immediate interest.In the mean time, it was affected by traditional culture, political system and theory idea.YUAN Shi-kai occupied a pivotal position in the bureaucracy reformation Because of his special status in the political situation, However, his attitude varied along with profit and loss. His action also caused suspicious of royal court. All these directly influenced the course of reformation and even the future and destiny of the Dynasty. |
