| 摘 要： | 通过界定弱势群体概念，分析我国对弱势群体权利保护存在的问题，借鉴国际社会对弱势群体权利保护。构筑加强保护弱势群体权利的基本框架：构筑多层次立体化的法律体系，加强对弱势群体的倾斜保护；运用宪法司法手段，加强对弱势群体的权利保护；采用多层次的保护途径和方法，保护弱势群体；在法律制定和实施过程中，扩大弱势群体的参与机会。

| Abstract: | With a discussion of the definition of the concept of disadvantaged masses, the problems occurring in the protection of the rights of the disadvantaged masses in China are analyzed. To formulate a basic framework for strengthening the protection of the fights of the disadvantaged masses by referring to the international protection practice is proposed. The framework should be a hierarchical and stereoscopic legal system that is aimed at the enhanced protection of the disadvantaged masses, in which relevant procedures of constitution and jurisdiction and hierarehical approaches and means should be adopted to provide rights protection for the disadvantaged masses. Meanwhile, increasing the participation opportunities of the disadvantaged masses in the course of the formulating and implementing of relevant laws is also suggested. |
