| 摘 要： | 劳动密集型产业作为工业化进程起点,当其发展到面临劳动力成本上升而导致比较优势丧失的阶段,就可能是进行产业结构优化调整的拐点。2004年中国部分沿海地区出现的民工短缺现象对产业升级提出了新的要求。探讨民工短缺形成的深层次原因,运用产业结构与就业结构互动关系原理,通过对广东省近年来的产业结构升级和劳动力供给情况的实证分析,从民工总量过剩与结构性短缺角度说明它是低附加值、劳动密集型产业面临产业结构优化升级的重要市场信号。

| Abstract: | Labor-intensive industry, which is considered as the beginning of industrialization, has evolved in the recent years. However, as labor costs are getting higher and higher the comparative advantages of such industry will vanish sooner or later. Now it is time for us to upgrade the industrial structure without doubt. Moreover, the Phenomenon of shortage of Rural Migrant workers which came about in some littoral provinces in China recently is an evident response to the industry upgrading. In this context, the author discusses the genuine reasons of the formation of the shortage of rural migrant workers in light of the theory of the interactive relationship between industrial structure and employment structure. In addition, the author makes a positive analysis of instances of labor market and industrial structure in Guangdong. As the paradox that the rural migrant workers are surplus in gross but limited in supply goes, it seems that the phenomenon of shortage of rural migrant workers has given an urgent market signal warning that labor-intensive industry needs to be upgraded. |
