| 摘 要： | 文章借助Gini系数测定了2004-2011年间我国12个省区的再分配政策效应，结果表明，我国当前再分配政策的效应十分不理想，还存在极大的改善空间。基于新政治经济学的分析范式，文章选取政策变量与这12个省区跨时间段的再分配效应进行了PCSE面板回归，结果表明，可以通过转移支付政策来促进我国再分配政策效应的提升，从而促进我国收入再分配公平与效率提升。

| Abstract: | This paper calculates redistribution policy effect of 12 provinces in China from 2004 to 2011 by u- sing the Gini coefficient. The result shows that current redistributive policies in China are very unsatisfactory and there is still great room for improvement. Subsequently, based on the new political economy analysis par- adigm, this paper uses some policy variables and the 12 provincial redistribution effect across the time period to make a PCSE Panel regression, the result suggests the transfer payment policy can contribute to enhancing the effects of redistribution policies, thereby promoting the equity of income redistribution and efficiency im- provement. |
