| 摘 要： | 以地方政府执行国家义务教育择校生收费政策为例,可以发现地方利益团体之间的利益博弈而导致该政策失真的机制与特点。地方利益是地方政府执行中央政策的制约因素,地方利益团体间的利益博弈可能造成国家政策失真。为此,中央政府应该具有与地方利益团体博弈的意识,防止教育政策失真现象的发生。
