| 摘 要： | 由于我田城乡分割的二元社会经济结构的客现存在,由此形成了二元社会保障体系.相对于较为全面的城市养老保障体系而言,在我国大多数农村地区,目前多数农村人口仍然依赖传统的家庭养老模式,农村居民从正式制度中得到的养老保障待遇几乎没有,其主要根源在于：农村养老保险作为一种社会保险,政府并没有真正地参与并承担相应的社会责任.本文量点分析农村社会养老保险制度发展过程中政府缺位的现状,并探讨导致政府责任缺位的主要原因.

| Abstract: | The urban-rural dual socio-economic structure has led to thedual social security system in China. Compared withthe more complete urban old-age insurance system, there is no perfect rural old-age insurance system in our rural area. The majorityof rural population still depend on the traditional family supporting old-age pattern. The main cause is that the government doesn＇t participate or shoulders no corresponding responsibility of admitting rural old-age insurance as a form of social insurance. Thispaper mainly analyses the current status of the absence of government responsibility in the development process of rural social old- age insurance system, and discusses the main reasons for the absence of government responsibility. |
