| 摘 要： | 2011年,朝鲜制定发表了＂国家经济开发十年战略计划＂,成为朝鲜建设＂强盛大国＂战略的延续。计划列举了12个重点领域,切中当前朝鲜经济发展的要害或瓶颈问题,说明朝鲜已经将经济开发确定为国家战略。中国应以现有的国家政策和省级政策为基础,与朝鲜制定共同发展战略以推动中朝投资合作、以非市场机制手段有意识地对生产要素的流动进行调节以促进中朝经贸合作。同时,积极推进中朝重点合作项目以带来集聚效应,为深化中朝经贸务实合作注入不竭活力。

| Abstract: | DPRK issued ＂10 -Year State Strategy Plan for Economic Development＂ in 2011, continuing its strategy of ＂building a powerful and prosperous big country＂. The plan covers twelve critical fields, getting to the key issues and bottleneck problems of its economy. This suggests that DPRK has identified economic development as a national strategy. Under such a condition, on the basis of current national policy and provincial policy, China should make bilateral development strategy with DPRK to promote investment cooperation and consciously regulate flow of production factors with non -market mechanism ways to push forward economic and trade cooperation. Meanwhile, China should actively advance key cooperative projects, by which to produce accumulation effect, so as to inject inexhaustible force for bilateral practical economic and trade cooperation. |
