| 摘 要： | 公共精神产品在社会发展中始终扮演着重要角色,随着现代社会政府功能定位的逐渐清晰和社会发展机制的日臻完善,公共精神产品的供给主体呈现出多元化发展趋势,第三方组织与政府、市场供给的融合,科学的供给机制能够使公共精神产品的供给达到效率最优化和公平最大化,实现公平和效率的平衡,提高供给各方的积极性和创造性,从而满足社会对公共精神产品的需求。但是,如果仅仅依靠市场,公共精神产品的生产自然无法存在,公共供给的公平效应难以实现,因此,在充分发挥市场作用的同时,还必须认识到政府在公共精神产品供给中的支撑性作用。

| Abstract: | The public spirit product is still of an important role to play in the development of society, with the development of modem society, the government function orientation gradually clear and social development mechanism being perfected, the main supply of public products showing a trend of diversification, integration of Party organization and the government, the third market supply, the supply mechanism of public spirit of science to the supply of products to achieve optimum efficiency and fairness maximization, it realizes the balance between equality and efficiency to improve the supply all the enthusiasm and creativity so as to meet the demand of social public spirit product. However, if only to rely on the market, the public spirit production nature cannot exist, that faimess and effect of public supply is difficult to achieve, therefore, in the full play the role of the market at the same time, we must also recognize that support function of the government in the supply of public spirit in the product. |
