| 摘 要： | 发展是解决西藏问题的关键,发展西藏始终是中央治藏方略的核心内容和价值追求。在改革开放40年的历史进程中,中央根据国内外形势的发展变化和西藏地方的客观实际,提出了一系列关于发展西藏的指导思想。这些指导思想在实践中不断得以丰富和完善,但始终以推进西藏现代化发展为目标,既一脉相承,又与时俱进。

| Abstract: | Development is the key to solving the problems in Tibet,and developing Tibet has always been the core content and value pursuit of the central government’s strategy of governing Tibet.In historical revolution of 40 years’ reform and opening up,the central government has put forward a series of guiding ideology on the development of Tibet in light of the development and changes of the domestic and foreign situations and the objective realities of the region.These guiding ideologies have been enriched and improved constantly in practice,but they have always been aimed at promoting Tibet’s modernized development.Meanwhile,they are both in consistent with previous ones and keeping pace with the times. |
