| 摘 要： | 基于系统论原理，论述构建完整的信息资源建设政策体系，优化信息资源建设政策整体功能的必要性，探讨了我国信息资源建设政策体系的构建原则，提出了我国信息资源建设政策体系的基本框架，并分析了信息资源建设政策的具体内容。
