| 摘 要： | 重庆市防空洞管理处是抗战时期国民政府在重庆的防空工作临时应急下的产物，国民政府成立防空洞管理处以期收到“亡羊补牢”的效果。防空洞管理处成立后，根据陪都战时防空工作的实际，制定了一系列相关法规和管理办法，并采取各项措施加强了对全市公私防空洞的统一管理，在反空袭斗争中发挥了一定的积极作用。但由于国民政府防空机构庞杂、管理机构重叠、运转经费不足，也由于抗战后期日机轰炸重庆的实际次数减少，重庆防空洞管理处有限度地发挥了其在反空袭斗争中的作用。

| Abstract: | Chongqing Administrative Office of air-raid shelter was a temporary emergent measure undertaken by Kuomintang Government for air defense in Chongqing during the Anti-Japanese War. The purpose was to try to reduce the loss and take precautions. After the founding of this office, a series of relevant regulations and management measures were enacted, and each step was reinforced to govern all the air-raid shelters, public and private, in the city, according to the reality when Chongqing was the Wartime Capital. These did play a fairly positive but limited part in the fight against the air-raid, because of the complicated anti-air-raid organization, redundant management, inadequate running funds, especially the decrease of the air-raid disaster times during the Late Period of Anti-Japanese War. |
