| 摘 要： | 主权和人权是当今国际关系中的两个重要概念。二者的关系是，没有主权就没有人权，主权是保护人权的，人权的国内管辖、国际保护和国际合作是三位一体的，都必须以“主权”和“主权平等”为基础，都是为了维护国际和平与安全，促进全人类的人权的基本自由。中国在人权与主权关系上的立场是，维护人权，尊重主权，反对霸权。

| Abstract: | Sovereignty and human rights are two important concepts in the international relationship. The relation between them is that where there is no sovereignty there, will be no human rights, sovereignty protects the human rights. The internal exercise control, international protection and international cooperation of human rights make a whole. They must be based on sovereignty and sovereignty equality and the purpose of all of them is to maintain the international peace and safety and to advance human rights and basic freedom of all human being. The standpoint of the People's Republic of China on the relationship between sovereignty and human rights is maintaining human rights, esteeming sovereignty and opposing hegemony. |
