| 摘 要： | 政策工具选择理性分析的依据在于遵循 "理性主义"模型,前提在于对政策工具进行适当的分类,采取的方法其一是对政策工具的内在特征、适用条件进行考量;其二是运用一定的标准对政策工具的绩效进行评估.该理论基础的合理性为2003年至2008年我国房地产宏观调控政策的实践所证明.
