| 摘 要： | 区域图书馆整体协同发展是新信息环境下的发展观念和发展形态。从内涵上看，区域图书馆整体协同发展在观念上跳出了单个图书馆发展的视野，在形态上注重区域图书馆内部关系变化和调整，形成联系紧密、组织有序、运行高效的图书馆整体；在功能上强调通过资源共享、服务协作形成图书馆行业的整体竞争力。从原则上看，具有自组织、标准化、特色服务的特性和要求。区域图书馆整体协同发展要发挥各图书馆主体的自觉能动性，强调同一标准下的集体行动，强调各图书馆功能的特色性和不可替代性。从机制上看，区域图书馆整体协同发展的实现在模型上由动因、过程、结果、效应四部分组成。
