| 摘 要： | 本文提出了国家创新城市的评价指标体系、国家创新型城市建设阶段和若干政策建议。指标体系包括创新体系、创新基础条件、创新资源集聚、创新效率、创新效益、创新支撑引领功能、创新辐射示范作用7个方面共41个指标,一些指标均设置了阈值。我国应先选择一批创新基础好的城市进行试点,加大对试点城市自主创新基础能力建设的投入,"先行先试"税收优惠、政府采购等政策,并要加强对国家创新型城市的评价,试点的创新型城市也要努力改善创新创业环境,将产业结构优化升级转移到依靠自主创新上来。
