| 摘 要： | 科技创新是推动经济和社会发展的决定因素,科技创新人才是实现一个地区跨越式发展的中坚力量,而企业、科研部门和高校是科技创新人才开发的主体.因此,要提高主体意识,明确开发目标和重点,因地制宜,建立长效机制,并注重自身开发,积极主动与政府等相关利益者进行多方互动,才能推进科技创新人才开发的有效性.
