| 摘 要： | 选举投弃权票是选举人的民主权利。投弃权票后能否另选他人 ?理解及做法尚有不同。对某候选人投弃权票后是否另选他人 ,应由选举人根据自己的意志在选举权利范围内自行决定。在制定具体选举办法时首先要合法 ,不违背上级精神 ,维护法规的权威性 ,又要合理 ,尊重民意 ,经多数人讨论通过。

| Abstract: | It is a voter's right to abstain. Can the voter elect someone else after he or she abstains? There are different understandings and behaviours on this. When he or she gives the abstention to some candidate,the voter does not give up the right of voting but abandons the right of voting for or against the candidate. The voter can decide whether to elect someone else after the abstention according to his or her will in the field of the voting right. When relative departments formulate the way to elect, first of all, it must not only be lawful,abide by the director's instruction and defend the authority of rules,but also be reasonable,respect the people's will and be passed through majority's discussion. |
