| 摘 要： | 依据麦金农教授的金融深化和金融控制理论 ,对我国经济转型时期金融稳定与金融效率的关系进行了深入的分析。由于转型经济特定的财政状况 ,国家必须采取金融控制战略 ,由国家拥有和控制主要的金融机构 ,实行正的实际存款利率来吸收存款 ,并以此来为赤字融资。但是 ,金融控制战略只是一种转型经济的次优选择 ,转型经济的国家为了提高金融效率 ,必须放宽对金融机构的控制 ,放宽对市场准入的限制 ,开放本国金融市场 ,采取金融深化战略 ,使金融机构成为经济增长的发动机。

| Abstract: | According to Mckinnons financial deepening and financial controlling theories,this article analyzes deeply the relation between financial stability and financial efficiency during the transforming period in China.The article points out that,because of the specific budget deficit during the period,the country must take the financial controlling strategy and finance the deficit with it.However this strategy is only a sub optimum choice. In order to promote the financial efficiency, the transforming economy must relax the financial control and take the financial deepening strategy, to make the financial institutions become the economic growing dynamo. |
