| 摘 要： | 人口老龄化是我国当前迫切需要解决的现实问题。社会养老保障是解决老有所养的有效途径 ,我国目前养老保障制度尚不完善 ,存在着城镇离退休人员增长过速 ,养老金入不敷出 ;医疗保险覆盖率低 ,费用过高 ;农村养老保险比例小 ,水平低等问题。建议加强养老资金的筹集力度 ;加快医疗保障制度改革的步伐 ;加速建立以社区为中心的老年福利服务体系等措施 ,积极实施老龄化战略 ,使我国老龄工作沿着科学化的道路前进

| Abstract: | The aging problem is a realistic problem that should be solved urgently in China.Social security for the senior citizens is an efficient way to solve the livelihood of the aged,at present,the regulation of the social security for the aged is incomplete,and the following problems exist in China:the number of the retired in cities and towns increase rapidly,and the government fail to make ends meet in terms of pension;the percentage of medical insurance is low,while the insurance premium is high;the percentage and level of the insurance for the aged in the rural area is low,it's advisable to raise the fund for the livelihood of the aged efficiently;the reform of the medical security should be quickened;the measures such as establishing welfare and service system which is community-centered should be taken speedily,and to carry out the strategy for the aged actively to enable the relevant jobs to be in a scientific way. |
