| 摘 要： | 体育产业化过程也是体育管理制度的改革和产业制度的创新过程，在体育制度变迁过程中，国家体育决策部门的目标函数均衡点定位在满足奥运争光偏好为前提的两个目标函数的均衡，并形成了相应的管理制度和产业制度安排，这些制度安排是我国社会转型，经济转轨过程中的过渡产物，不仅存在着不符合目前市场经济规律的制度缺陷和问题，更不适应加入WTO和北京承办2008年奥运会的社会发展趋势，文章运用新制度经济学理论分析了我国体育制度变迁的过程，国家体育决策部门的目标函数及其目前的制度安排，对进一步创新体育制度的有关问题进行了讨论。

| Abstract: | The processes of sport industrialization are also the processes of sport management system reforming and sport industry innovating. The balance for objective function of sport management agency was on the proposition of preference of Olympic Win, and thus formed a relevant institution of government management and industrial management. Those institutions are the transition products in the process of social shifting and economic changing, so there are some elements which are not consistent with the law of market economic system and cannot match the social development trends for China after joined WTO and will host the 2008 Olympic Games as well. The author analyzed the changing of sport institution in China, the objective function of state sport administration and current institution with theory of new economic system, and argued relevant issues in sport institution innovation. |
