以用为本人才观对科技人才安全问题的规避

摘    要:科技人才安全指的是关系到一个主权国家利益与安全的科技人才资源和发展系统具有免于遭受外部势力侵害与威胁的状态。其实现与"以用为本"人才观存在重要价值关联。"用"是科技人才的固有属性与本质内涵;是促进科技人才发展与安全的目的和动力;是科技人才安全实现的根本保证。纵观我国科技人才现状,科技人才实力不足,安全免疫力不强;人才流失严重,安全乏力。究其根本原因,是人才偏离"以用为本"。要规避问题,需要尊重科技人才"用"的本质属性,树立"以用为本"的人才观,建立健全"以用为本"的人才制度。

On Evasion of the Security Problem of Scientific and Technical Personnel with the View of Talent Utilization-orientation
Abstract:Technology personnel security is related to the interests of a sovereign state and security of scientific and technological personnel resources and development system has not suffered from the external forces and threats of the state. In fact, with the use of the talent view of the existence of important value relevance. "With" is the inherent nature and essence of scientific and technical personnel, "with" is to promote the development of science and technology talents and the purpose and power of security, "use" is the fundamental guarantee for the realization of scientific and technological talents. Throughout the status of scientific and technological personnel, the lack of scientific and technological talents, safety and immunity is not strong; the brain drain serious, safe and weak. The fundamental reason is that the talent from "to use for this". To circumvent the problem, we need to respect the nature of science and technology personnel, with the essence of the building, to use as the talent, establish a sound to use as the talent system.
