| 摘 要： | 针对我国高校现行体制的弊端,降低管理重心,明晰高校内部各管理层次之间的责、权、利关系,是高校内部权力结构调整的重要环节,也是保证高校学术健康发展的一个重要方面。为此,要积极探索构建学校、院（部）、系（所）分层管理机制,适当扩大学院和系（所）的自主权,下放行政权力（包括下放教学权、科研权、人事权、财务权等）,加强基层的自主适应能力,激发基层的发展动力。同时,在实行分层管理的过程中,要注意处理好纵向和横向之间的关系,即处理好学校和学院之间、学院和系之间、行政职能部门和学院之间的关系。
