| Abstract: | The owner is the motor to push the construction trade development, who plays an important principal role in the construction market. The owner who is not supervised and managed has too many special rights. The irregular conduct of owner, and the lack of restricting, supervising and management to owner's conduct mainly result in the chaos of the construction market order. To regulate the owner's conduct is the principal mission. |
