| 摘 要： | 长期以来，在二元经济结构下，农村与城市之间形成了两类不同的公共产品供给体制，其结果造成农村公共产品供给出现了严重问题。农村对公共产品需求的增大与农村公共产品供给稀缺的矛盾，已成为制约农村和谐社会、城乡统筹发展、城乡一体化以及社会主义新农村建设的严重阻碍。政府作为农村公共产品供给的主体，其供给责任缺失，是造成供需失衡的主要原因。

| Abstract: | Under the dual economic structure, there exists two different types of systems supplying public products between rural and urban areas for a long time. As a result of it, the supply of public products in rural areas has been taking place a serious problem. This situation causes the contradiction between great demand of public products in rural area and the scarce supply of the government, which has become a serious impediment to the development of urban and rural economy. It will be a great help for our county＇ s urbanization, New Rural Construction and harmonious society, if the problem can be well settled. As the main body of the public goods supply in rural areas, the government duty is absent, which is the main reason that causes the unbalance of supply and demand. |
