| 摘 要： | 蓝色经济是当今世界各国争相发展的重要领域,具有与海洋关系密切、发展潜力巨大、经济价值高等特点。作为我国东南沿海地区的重要省份,福建在发展蓝色经济方面有着独特的优势。随着2011年福建成为我国第四个蓝色经济的试点省份,福建蓝色经济的发展进入到新的历史阶段。福建发展蓝色经济拥有良好的区位条件、较强的内生发展潜力和积极的政策支持,但在经济实力、地区竞争以及海洋资源结构方面存在一定的不足。为此,福建省应通过完善整体规划、加大对外开放力度、大力发展蓝色海洋产业、积极推进基础设施建设等措施的实施,全面布局发展空间,优化蓝色经济发展环境,促进蓝色经济健康快速发展。

| Abstract: | The blue economy, an important field which all the countries in the world are scrambling to develop, has many features such as a close relationship with the oceans, huge development potential and big economic val-ue, etc. As an important province in the coastal areas in Southeast China, Fujian has a unique advantage in the de-velopment of blue economy. Fujian has become the fourth blue economy pilot province in 2011, entering a new historical stage. Fujian has good location condition, strong endogenous development potential and active policy support in the development of blue economy, but with some deficiencies in economic strength, area competition and marine resource structure. Therefore, by improving the overall plan, Fujian Province should increase the open-ing to the outside world, vigorously develop the blue ocean industry, promote the implementation of infrastructure construction, comprehensively allocate development space, and optimize the environment, so as to promote the rapid and sound development of blue economy. |
