| 摘 要： | 综合性大型体育赛事场馆设施的建设与使用具有较大的正外部性。分析场馆设施建设与消费外部性的表现,认为由于场馆设施外部性的存在会导致市场失灵,可通过庇古税和企业合并等途径矫正场馆设施的外部性。提出场馆设施建设和发展的若干建议:促使场馆设施建设目标的多元化,使其与城市建设、发展目标相结合;突破场馆设施自身盈利的认识误区,政府适当补贴;公私合作、促进场馆设施供给。

| Abstract: | The construction and utilization of the stadium and gymnasium facilities of games have greater positive externality.Having analyzed the expression of the externality of the construction of stadium and gymnasium facilities and consumption,it held that the existence of the externality of stadium and gymnasium facilities would lead to market failure,but it could be corrected through the channels of Pigouvian tax and the merger of enterprises,and put forward some proposals for the construction and development of stadium and gymnasium facilities in the days to come,such as impelling the objective of stadium and gymnasium facilities construction to be pluralized and making it be combined with the constructional and developmental objective of a city,breaking through the error zone to understand that stadium and gymnasium facilities should gain profits by themselves,while proposing that government gave proper allowance,and making a state-private coorperation,so as to promote the supplies of stadium and gymnasium facilities etc. |
