摘    要:澳大利亚国家资格框架下职业教育与普通教育体系互通及学分互认、欧洲ECTS和ECVET的学分计量与评定制度以及美国的学分互认及课程衔接模式都为我国中高等职业教育和开放教育的纵向衔接提供了重要参考。我国应发挥政府的推动作用,通过明确学分互认的依据、对中高职与开放教育进行一体化设计、建立国家课程等措施来推动中高职与开放教育学习成果的认证。

Abstract:Under Australian National Qualifications Framework, vocational education and general education system are of interoperability and mutual credits recognition. European ECTS and ECVET credits measurement and assessment system and U. S. credit recognition and articulation of modes of Higher Vocational Education and Open Education vertical articulation provides an important reference. Nowadays,China government should play an active role in these ways. Through a clear basis for mutual recognition of credits ,we should design the whole plan for the vocational education and open education. Our country should establish a national curriculum and other measures to promote certification in vocational education and open learning outcomes.
