| Abstract: | In order to comply with the development of history and require objectively , must implement the construction governed by law to the government, in this course, our party has put forward the general plan of running a country in accordance with the law and goal of building the socialist country governed by law, and still declare the principles governed by law of a series of governments , including own the principle in common and peculiar principle. |
