| 摘 要： | 只有加强从中央到地方的政务管理才能巩固国家的统一、政局的稳定。为此，作为与政务、军事并列的监察制度日趋完善。而作为监察制度的重要组成部分，东汉官吏的考课制度对于限制和制裁官吏的腐败行为，进而维护国家行政的权力基础，在一定时期内无疑具有积极的作用和意义。

| Abstract: | Only by strengthening the central and local government management can national unity and political stability be consolidated. To this end, monitoring system is perfected as with the government and the military forces. As an important part of the monitoring system, the examination system of Han officials have restrictions and sanctions on the corruption of officials, and maintain their power base of state administration, and undoubtedly had a positive effect and significance in a period of time. |
