| 摘 要： | 治理理论是当今西方学术界最流行的理论之一。治理理论的多中心体制在我国义务教育治理中具有适用的合法性。但多中心不等于无中心,在义务教育治理中各中心之间应保持均衡,并突出我国政府在多中心体制中责任的主要性。这种主要性表现在相互统一的两个维度上,即保证义务教育的公益性和保证各地方义务教育在发展力上的均衡。

| Abstract: | The governance theory is one of the popular theories in the western academic circle and its multi-central system is legal in the governance of our compulsory education. However, many centers are not without a center, and in the process of governance we should keep balance of different centers and highlight the duty of our government in the multi-central system which manifests itself mainly in the unified two dimensions: public service of the compulsory education and balance of development of the local compulsory education. |
