| 摘 要： | 在疫情等突发公共卫生事件防控过程中,图书馆应急管理水平和应急服务能力面临巨大挑战。本文结合疫情特点和图书馆工作实际,提出预防为主与防控结合、事件防控与业务开展并重、读者服务和社会服务兼顾、服务时空服务形式与服务内容灵活应变等图书馆应对的4项原则,构建出由预防准备、监测预警、应急处置、善后恢复等4个模块组成的图书馆应对工作框架,进而从法律制度建设、信息资源应急保障能力提升、场馆精准高效防控、信息疫情遏制、投入社会防控一线、构筑心理防护围墙等方面,指出图书馆应对的6条具体路径。

| Abstract: | During the prevention of public health emergencies such as epidemic, ect., the emergency management level and emergency service capabilities of libraries are facing huge challenges. Combining the characteristics of epidemic and the actual work of libraries, this article puts forward four principles for the library, including prevention first and combining prevention and control, treating epidemic prevention and control and library business work as equals, taking into account reader service and social service, handling of service time and space, service form and service content flexibly. Then, this article constructs an overall work framework, which is composed of four modules: preventive preparation, monitoring and early warning, emergency response and recovery. Finally, six specific implementation paths are pointed out: legal system construction, information resource emergency protection capability improvement, precise and efficient prevention and control of venues, information epidemic containment, investment in the front line of social prevention and control, and construction of psychological protection walls. |
