| 摘 要： | 西方经济理论把制度因素视为影响经济增长的根本原因。制度缺陷已成为制约西部大开发的重要因素，制度创新是西部大开发不竭的动力。中央政府和西部地方政府充当着制度创新的重要角色，而制度创新的主体是西部的企业和农(牧)户。

| Abstract: | According to Western economic theory, the factor of system is regarded as the essential reason for economic growth. In this connection, the weaknesses in the system is believed to be one of the key factors which confine the economic development of Western China. Therefore, the innovation in the system win function as an inexhaustable source of drive in the economic development of Western China. No doubt, the central government and the local governments of drive in the economic Western provinces and regions will play an important role in this innovation in the system, but entrepreneurs and broad farmers and herdsmen will act as the main. |
