| 摘 要： | 比利时是世界上最早完全普及学前教育的国家。早在1970年,比利时3~5岁幼儿的入园率就几乎达到了100%,从那以后,学前教育进一步向2岁半的幼儿普及。目前,3~6岁幼儿的毛入园率为120%,净入园率为100%;2岁半幼儿的入园率也达到了85%。比利时政府不仅建设公办幼儿园,也全额资助私立幼儿园。从2岁半开始,幼儿上公办和私立幼儿园都是免费的,家长只承担临时性杂费,约占学前教育总成本的4%。

| Abstract: | Belgium is the earliest country to universalize preschool education. In as early as 1970, enrollment ratio for 3-5-year-old children nearly reached 100%. Since then, preschool education has been spread to children of 2.5 year old.
