| Abstract: | Administering the country in accordance with the law is the basic general plan for ruling our country of constructing a country of socialist legal system. During the course, we must heighten the leadship of the Party, clear away the influence of ruling by man, foster the concept of ruling by law, keep on confining power according to law and disseminate the education in legal system. |
