| 摘 要： | 文章根据“国家许可”模式引进电子资源的特点，提出了国家保障电子资源的原则以及评价框架。框架自底向上将资源评价分为基础层、评价层和绩效层三个层次，并对每个层次都提出了对应的评估指标，框架采用了定性与定量的方法，并且在各个层面都考虑了用户需求。最后，利用NSTL订购及使用数据对“国家许可”模式引进电子资源的评估进行了分析。

| Abstract: | This paper gives the national licensing E-resources purchasing principles and evaluation fiarnework. The framework includes basal layer, evaluation layer and performance layer, and the indexes of each level are explained. The framework considers the user demand and evaluates E-resources in quantitative and qualitative approach. Finally, the paper explains the evaluation frameworks with the subscribed NSTL E-resources in national licensing mode. |
