| 摘 要： | 银行贷款目前成为高校扩建及新校区建设的主要资金来源，巨额贷款的本息压力将导致高校陷入财务风险，使高校的各项发展受到严重制约。目前大学城项目已成为各商业银行总行的第五类高风险贷款项目，高校新校区建设贷款越来越难。为了解决扩建和新校区建设的资金困境，化解财务风险，文章借鏊BOT基础设施项目投资方式的思想，在分析BOT投资模式特点的基础上，提出了高校新校区建设的BOT运作方式，并针对运作过程可能遇到的问题提出了相应的建议。

| Abstract: | Bank loan is the main source of financing for university extension and the construction of new university campuses.The universities are highly burdened by the pressure of repaying the huge principal and interest and are facing financial risks that would considerably retard the development of the universities.Nowadays the loans for university district construction projects are limited,as they are grouped in the fifth category of high risk loan projects by the top banks of commercial banks.To resolve the capital shortage and the financial risks of the universities,the investment mode of Build-Operate-Transfer(BOT) relating to infrastructure facilities is studied.Applying BOT model to the logistic facilities construction is put forward on the basis of analyzing the investment features of BOT.Relevant countermeasures against the problems in the operation of BOT model are also proposed. |
