| 摘 要： | 该文以邓小平理论和十五大精神为指导，探讨了领导班子与领导集体在概念及建设层次上的异同，指出领导班子建设的目标应是成为符合党中央要求的领导集体，并初步分析了影响领导班子形成领导集体的内、外部因素，进而提出了领导集体建设中的素质结构要求以及形成领导集体的六个关键结构要素。

| Abstract: | Guided by Deng Xiaoping Theory and the spirit of the 15th National Congress of the CCP, this paper discusses the similarities and differences between a leading body and a collective leadership in definition and on the level of building. It points out that a leading body should aim to build itself into a collective leadership which meets the requirements of the Party's Central Committee. It also tentatively analyses the internal and external factors that affect the formation of a collective leadership, and pinpoints the quality structure essential to the building of a collective leadershop and the six key constituent elements towards the formation of a collective leadership. |
