摘    要:基于高校科技创新“知识创造—知识转移”两阶段模型,采用两阶段DEA模型对一流大学建设高校“十二五”至“十三五”期间的科技创新整体和分阶段效率进行测量及分析。研究表明,观察期内一流大学建设高校的整体科技创新效率不高且高校间效率水平差异明显;“十三五”期间相比“十二五”期间,样本高校在知识创造阶段的效率值高于知识转移阶段的效率值,但知识转移阶段的效率值提升幅度高于知识创造阶段;不同类型高校的科技创新子阶段效率提升不均衡,体现出鲜明的办学定位和学科建设特点。最后,结合“科技自立自强”及“双一流”建设战略目标等,从国家、高校及社会三个层面,提出提升高校科技创新效率的对策建议。

Research on Science and Technology Innovation Efficiency of First-class University under the two-stage Perspective:
Abstract:Based on the two-stage model of "knowledge creation-knowledge transfer", the two-stage DEA model is used to measure and analyze the overall and phased efficiency of science and technology innovation of universities under the construction of first-class universities during the period from the 12th Five-Year Plan to the 13th Five-Year Plan. The study shows that the overall efficiency of science and technology innovation is not high and the efficiency level varies significantly among universities during the observation period. Compared with the 12th Five-Year Plan period, the efficiency value of the sample universities in the 13th Five-Year period is higher in the knowledge creation stage than in the knowledge transfer stage, but the efficiency value of the knowledge transfer stage increases more than that of the knowledge creation stage. The efficiency development of science and technology innovation sub-stage of different types of universities is uneven, reflecting distinctive orientation and discipline construction characteristics. Combined with the strategic objectives of "scientific and technological self-reliance and self-improvement" and "double first-class" construction, countermeasures and suggestions are put forward to improve the efficiency of scientific and technological innovation in universities from three levels: the state, universities and society.
