| 摘 要： | 俄罗斯科学—技术创新能力低下,其原因主要是俄罗斯专注于自然资源的开发和出口,忽视了科学—技术创新在经济中应该发挥的作用。俄罗斯要改变现有的经济结构面临着很多困难,特别是荷兰病阻碍俄罗斯的科学技术创新。

| Abstract: | Russian science-technological innovation ability is lower mainly because it depends on development and export of natural resources,which results in the neglect of the scientific-technological innovation in the economy.Now Russia encounters many difficulties to change the structure of the Russian economy.Especially the Dutch disease has obstructed the Russian scientific and technological innovation. |
