| 摘 要： | 公共文化服务如何高质量发展既关乎"十四五"时期公共文化服务体系建设方向,也与十九大确立的2035年"基本公共文化服务均等化基本实现"中期目标息息相关。文章梳理"十四五"时期公共文化服务面临的新环境、新挑战,认为高质量发展需要新观念、新路径,重点关注推进公共文化治理体系和治理能力现代化、公共文化服务高质量均等化、城乡公共文化服务体系一体建设、公共文化数字化建设,以及传承弘扬中华优秀传统文化等重大问题,擘画"十四五"时期公共文化服务补短板、强弱项、扬优势、提品质、优效能的高质量发展新路径。

| Abstract: | How to develop public cultural services with high quality is not only related to the direction of the construction of the public cultural services system during the 14th Five-Year Plan period,but also closely related to the mid-term goal of Securing the Equitable Access to Basic Public Cultural Services in 2035 set at the 19th National Congress of the CPC.During the 14th Five-Year Plan period,public cultural services are faced with new environment and new challenges.Therefore,the high-quality development of public cultural services also requires new ideas and new paths.By sorting out the new environment and new challenges facing public cultural services in the future,this paper suggests that focuses should be placed on promoting public culture modernization in terms of governance system and capacity,ensuring highly equitable access to public cultural services,speeding up the integration of urban and rural public cultural services,advancing digital public culture,and propagating China’s outstanding traditional culture.Based on the analysis of the above problems,a new path of high-quality development in public cultural services during the 14th Five-Year Plan period is explored to fix the shortcomings,strengthen areas of weakness,carry forward the advantages,improve the quality and optimize the efficiency. |
