| 摘 要： | 建设沿海城市创新系统,提高沿海开放区域参与国际竞争。它将有利于发挥城市开放的优势,增强参与区域经济一体化发展的能力,并进一步支持国家创新体系的高效运行。沿海开放城市在产业结构调整、塑造企业创新主体、实施产学研结合、发展外向经济型方面,可以利用已取得的成就和现有的科技优势,率先建立并加快完善城市创新系统。

| Abstract: | To set up a coastal city creational sy stem is the demand for improving the c oastal areas' competitive a-bility while participating in the global economy.This system is very con ducive to city' s capitalizing on its advan-tages,strengthening its participation in regional economy integratio n,as well as supporting a well operated national creational system.Coastal cities c ould take advantage of their achievements and technological advancemen ts to re-structure their industries,set up c reational characters played by ente rprises,help to coordinate between enterprises,universities and research centers,hence,to first establish and implem ent city creational system. |
