| 摘 要： | 体育是一项社会公益事业,体育公共服务是综合国力的反映,也是整个国家公共服务水平的缩影。建立服务型政府,关注民生,关注民众权利,城乡体育公共服务有不可替代的重要作用。采用文献资料、实证研究等方法收集数据和事实,以四川省100个社区和48个乡镇的体育公共服务状况为调查研究对象,对不同社区和乡镇的体育公共服务进行调查分析。调查显示,四川省城乡体育公共服务存在公益性失真、差异明显、政策法规滞后等问题。提出了转变政府职能、平衡城乡发展、多元溶资、制度过渡法规性政策等相应对策建议。其结果为主导体育公共服务实施的相关政府部门规划、协调,实施城乡体育公共服务提供重要的参考依据。

| Abstract: | Sports is a nationwide public welfare,and this service is not only the reflection of comprehensive national power,but also the epitome of service level of the whole country.Hence,this service can not be replaced while setting up a service-oriented government as it is relating to people’s rights.The investigation shows,by taking 100 communities and 48 towns as the targets of studying the sports public service,using literature,empirical study,that this service in Sichuan is not good,existing obvious differences form community to community,town to town,and also lacking of system guarantee.This paper is to put forward some suggestions such as transforming the government functions,balancing the difference between urban and rural,multiple financing,and setting up transitional policies and regulations,for those policy-makers to adopt while they are planning,coordinating and implementing the sports service. |
