| Abstract: | Constructing innovation systems is an important tache in implementing the stratagem for the country's mightiness with scinece, technology and education. Higher education is the main base of knowledge innovating, spreading and applying, and science research is the ligament and bridge of constructing innovation system. So higher college should combine the science research with education effectively in the process of innovation developing to fulfill the history mission undertaken by higher college in the course of constructing innovation system. |
