| 摘 要： | 培养和造就合格公民是教育的主要目标选择。构建科学的公民教育素质体系是实施公民教育的基础和前提，这一体系主要包括：生存和生命教育；公民意识教育，如国家意识、权利义务意识、民主法制意识、公德意识和环境意识；文化知识教育；非智力品质的培养，特别是个性化理想的培养和引导；良好思雏品质的形成等。
