| 摘 要： | WTO的精髓是规则，WTO规则的特点是“原则＋例外”。中国教育若想在世界教育服务竞争中占有一席之地，就必须学会在规则的缝隙当中去生存，学会运用规则来保护自己、发展自己。文章从GATS文本解读入手，阐释了教育服务、教育服务贸易、教育服务贸易壁垒的含义与范围，论述了非歧视与公平竞争、稳定性与可预见性、发展性与差别对待三大基本原则和例外规定，分析了世界对教育服务贸易的态度和我们的立场。

| Abstract: | The quintessence of WTO is regulation,and the feature of WTO regulations is to add prin-ciple to exception.In order to succeed in the competition of the worldwide educational service,China must learn how to protect herself and develop herself by making use of the regulations.The thesis be-gins with the explanation to GAT text,expounds the implication and the scope of educational service,e-ducational service trade and the trade rampart of educational service,comments on three basic principles and exceptional rules,and analyzes the worldwide attitude to educational service trade and our standing point. |
